Oh !! Hilarious, Barry found this intresting google groups thread. Someone created Link Exchange thread over Official Google Webmaster Help Forums asking for reciprocal links .. Google Webmaster Trends Analysts, Evan, replied:

However, This was nothing new as I had reported earlier also, Link Exchange e-Mails and Requests are just SEO Mistakes.
